360-degree bowling style confused the world cricket

Shiva Singh a 360-degree bowler

Shiva Singh a left-arm spinner becomes the talk of the town of the cricket world on Thursday after a 360-degree rotation in his run-up just prior to his delivery. Surprisingly The Empire signaled a Dead ball, however, he has bowled this ball earlier in many games but this time it made Shive Shing a talk of the Town.
This incident occurred on the third day of a
C K Naidu Trophy match between Bengal and Uttar Pradesh in Kalyani in West Bengal.  When Bengal was batting in their second innings, Shiva who was bowling from round the Wicket, Run and turn 360 degrees before releasing the ball.
According to him, it is not the first time when he has done but it was the first instance when the Empire called it a Dead ball.
In an interview with ESPN Shiva said the following words.
"He delivered this type of  360-degree ball against Kerela in the Vijay Hazare Trophy, where it was fine. Batsmen always go for the reverse-sweep or the switch-hit against bowlers, but when bowlers do something like this it's determined a Dead ball. I used different variations in one day and T20, so I thought of doing the same because the Bengal batsmen are developing partnerships. The umpire said that the ball is dead, so I asked, why are you calling this a Dead ball? "
But according to me, bowlers should be given right.

empire has made the right decision under the law
41.4.1 the bowlers are counted as a fielder and according to that law.
41.4.1 it is unfair for any fielder deliberately to attempt to distract the striker while he is preparing to receive or receiving a delivery.
• 41.4.2 if either umpire thinks that any action by any fielder is such an attempt then the ball is considered as Dead ball.
